Industrial & Environmental Hygiene (IEH) Division 

 

IEH is a team of qualified specialists focused on identifying and remediating environmental concerns in and around existing and proposed school buildings while ensuring regulatory compliance. The division is comprised of four functional units:

  • Survey & Design
  • PCB Soil Remediation
  • Remediation (abatement)
  • HazMat
 
Services provided by the IEH Division include, but are not limited to:
  • Building material surveys for lead-based paint, asbestos, PCBs, and mold
  • Due diligence for acquisitions and leases (Phase I, II and indoor air quality testing)
  • Tank removal specifications and field oversight
  • Environmental remediation/design and installation of engineering controls
  • Petroleum spills investigation and remediation
  • Potable water quality testing and remediation
  • Soil testing, remediation, and disposal
 
The activities conducted by IEH are closely coordinated with all other departments in the SCA, including both A&E and Construction Management. Nearly all SCA projects require some involvement with the IEH Division.
 

To facilitate consistency in presentation and submission requirements for those submittals requiring IEH review and approval, below are examples of required deliverables in PDF format, along with a fillable form to be completed by the contractor and submitted to IEH.

Construction Inspection Division


The Construction Inspection Division (CID) is responsible for performing code compliance and quality assurance inspections and witnessing tests on SCA projects.

CID is divided into three inspection units:

  • Architectural/Civil Inspections
  • Electrical/Mechanical Inspections
  • Plumbing and Boilers


CID promotes the safety and welfare of New York City students, staff, and the general public by working closely with Architecture & Engineering (A&E), Construction Management (CM), and Building Code Compliance (BCC) to ensure that the SCA delivers facilities that are code compliant, of the highest quality workmanship, and accurately reflect the requirements outlined in the contract plans, specifications and all relevant codes.

Resources

The Safety Division provides protection to the students, teachers, school personnel and the general public during all new construction and renovation of New York City school buildings. Its team of safety professionals:

  • Enforce all applicable safety rules and regulations while promoting safety on school construction sites during active inspections
  • Review and approve Site Safety Plans
  • Educate SCA personnel, general contractors, and subcontractors regarding City, State, Federal, and SCA-mandated safety rules and regulations. 
  • Provide free OSHA, scaffolding, and other applicable training at SCA headquarters for contractors working on SCA projects
  • Monitor and track job-site incidents, crane and derrick installations, excavations, etc.

Building Code Compliance Plan Review and Permitting


The New York City School Construction Authority's Building Code Compliance Division (formerly referred to as the Facilities Inspection Division or FID) carries out the mission of the New York City Department of Buildings (DOB) in accordance with a Memorandum of Understanding between DOB and SCA. Through its experienced professional staff of plan examiners, permit processors, and inspectors, BCC helps to facilitate:

  • Plan review and permitting, which are done at SCA headquarters, not a DOB borough office, and are fee exempt.
  • Resolving violations, which are a prerequisite to completion of close-out and transfer.
  • Conducting final inspections and obtaining Certificates of Occupancy.
